Sun City West is an age-restricted retirement community in Maricopa County, about 25 miles northwest of downtown Phoenix, developed by Del Webb starting in 1978. The community has no city government - it is unincorporated territory governed by the Recreation Centers of Sun City West, a nonprofit that manages seven recreation centers, golf courses, and pools. Almost all homes are owner-occupied single-story ranches built between the late 1970s and mid-1990s, which means most properties are now 30 to 45 years old and their original concrete driveways, patios, and sidewalks are at or past the end of their useful life.

The community sits on desert terrain with caliche soil throughout, and permitting for most exterior improvements goes through Maricopa County rather than a city building department. Many neighborhoods also require HOA approval through the Recreation Centers before any concrete work can begin. Sun City West is bordered by Surprise to the south - residents often visit Beardsley Park just across the boundary for walking trails and outdoor recreation. The seven golf courses managed by the Rec Centers are central to the community layout, and many homes back directly onto fairways - which brings its own drainage and landscaping considerations for any concrete work near the rear of those properties.
